Superior Police Department
The Department's Goals:
The Superior Police Department is a goal oriented organization and embraces
the qualities of innovation and adaptability.
A. Crime Reduction
The Superior Police Department will strive for reduction of crime through
traditional prevention programs focused on specific behavior, as well as
programs aimed at the causative factors. Crime prevention programs will
stress the role and responsibilities of the individual citizen in
cooperating with the police to promote community security. Emphasis will be
placed on short-range crime prevention methods such as highly visible
directed patrol and field interrogation designed to discourage potential
offenders. Officers have a responsibility to take decisive, positive action,
either indirectly by referral or by directly identifying and correcting
situations or hazards, which lend themselves to exploitation by the criminal
element of society.
B. Criminal Investigation/Apprehension
The Superior Police Department will respond to calls for service that relate
to suspected criminal activity. Many of the causative factors of crime are
beyond police intervention or control and are not being dealt with
adequately by other institutions in our society. Therefore, it is apparent
that considerable effort must be devoted to such operations as detection,
apprehension and conviction of offenders. Once a crime is committed, the
Department will fully investigate, seek apprehension of the offender, seek
recovery of property and participate in the subsequent judicial process.
C. Traffic Control
The Superior Police Department will provide for safe movement of traffic
with emphasis towards control of traffic accidents. The Department will
strive to control accidents and promote safety through uniform, fair
enforcement of traffic laws and identification of causative factors.
D. Community Service
The Superior Police Department will be responsive to community needs and
strive to resolve problems that effect the quality of life. The Police
Department is an integral part of municipal government and will respond to
service calls as priorities and resources allow.
E. Emergency Services
The Superior Police Department will provide emergency services in relation
to accidents, medical emergencies, civil disorders and disasters. The
Department is available on a twenty-four hour basis with sufficient mobility
to deliver rapid response. The Department has a responsibility to supply
trained personnel capable of providing emergency police services to preserve
the life and personal safety of all persons, protect the community from
criminal and irresponsible disruption, and provide for social order in times
of disaster. F. Training and Development
The Department embraces the concept that staff development and officer
training must be a continuous priority to facilitate achievement of mission
and goals.
Statement of Department Values:
A. The values of the Superior Police Department flow from the Law Enforcement Code of Ethics.
B. The Superior Police Department is service oriented. We view the community
as customers and see ourselves in a partnership role with the them.
C. Great value is placed on human life and human dignity, therefore
commitment is made to:
1. Give first priority to situations which threaten life.
2. Use force only when necessary.
3. Treat all persons with courtesy and respect.
4. Be compassionate and caring.
D. The Department enjoys public trust and is accountable to the citizens.
Commitment is made to:
1. Communicate openly and honestly, both internally and with the community.
2. Consult and listen to those affected by police actions and decisions.
3. Understand the importance of community values and expectations.
4. The Department will investigate complaints against employees or
procedures and will make appropriate corrections when wrong. The Department
will defend employees and procedures when correct regardless of popular or
political pressure.
5. Treat public equipment and property with respect and care.
E. The Department is constantly striving to work cooperatively with the
community to solve problems. Commitment is made to:
1. Give high priority to crime prevention and community safety.
2. Allow officers greater use of discretion in addressing community
problems.
3. Implement practices that afford greater contact between police and
community groups.
4. Seek effective ways to ensure the collection of crime related
information.
5. Manage resources in a manner that encourages creativity and productivity.
F. The Department will safeguard the principles embodied in the Constitution
and the laws of the land. Commitment is made to:
1. Respect and protect the rights of all citizens without regard to racial,
ethnic or cultural differences.
2. Be knowledgeable of the law.
3. Obey the law.
4. Enforce the law.
5. Maintain confidentiality.
G. As an organization of professionals, the Department seeks personal and
professional excellence by committing to:
1. Give the best effort possible.
2. Have a vision for the future of the community and the agency.

4. Meet nationally recognized law enforcement standards.
5. Recognize and reward good performance.
6. Train and develop employees to their highest potential.

9. Cooperate with other law enforcement and criminal justice agencies.
H. Pride is taken in the ability to work together, often under stress and
sometimes in high risk circumstances. The Department consists of capable and
caring people who are committed to:

always treating each other with dignity.
2. Keep perspective and a sense of humor even under duress.
3. Balance our personal and professional lives.
I. Service is effective to the extent the Department is credible, therefore,

other agencies and organizations.

ours.
The foregoing is a statement of the Superior Police Department’s philosophy of policing. It expresses our values and sets forth our hope for the future of the community, our agency and our profession.
It is understood that total perfection is not realistic, never-the-less,
perfection is the benchmark that will be used. We will work toward that end
achieving some successes and learning from our failures. We are proud to be
the Superior Police Department and pledge to give our best in service, pride
and dedication.
