Public Administration Abstracts is a dabase which indexes journal articles.  Search this database to find out what articles have been written on your topic.  Choose keywords describing you topic carefully, e.g. private prisons, privatizing prisons, prison administration and privatization, prisons and privatization, prison* and privat* ...
